What is the Ladrey Project?

WinnDevelopment, IBF Development, and the Alexandria Redevelopment and Housing Authority have partnered to rehabilitate the aging Ladrey public housing property which was built in 1968 and has never undergone substantial renovations.

What work is planned?

The current Ladrey building contains 170 studio and one-bedroom apartments serving elderly and disabled households. The renovated property will reconfigure the existing space to create approximately 150 modern apartments, including a mix of one- and two-bedrooms, serving senior and disabled households. In addition, the 11-story building will be upgraded from top to bottom with a new roof, new energy-efficient heating and cooling systems, new windows, new elevators, new plumbing and electrical lines, a renovated façade, new community and amenity spaces, comprehensive accessibility upgrades and improved landscaping and security features.

Will the new Ladrey offer affordable housing?

Yes, the rehabilitated Ladrey will be 100% rent-restricted. The apartments will be affordable to a range of households incomes, including those earning between 30% and 80% of the Area Median Income (AMI).

Does the project align with City planning, placemaking and economic development goals?

The rehabilitation of the Ladrey building will address these key public policy goals by modernizing the building, improving accessibility and safety features, revamping the courtyard and surrounding streetscape, and extending the useful life of an important source of affordable, ethnically diverse housing in Old Town North.

The existing Ladrey building is currently in poorer condition than its neighbors, which contributes to stigmatizing affordable housing in the community. The rehabilitation will restore the existing high-rise to bring it more in line with modern community standards, including accessible sidewalks, upgraded streetscape, and stormwater management. In addition, the rehabilitation will preserve affordability in an otherwise cost-prohibitive neighborhood for working-class and low-income households.

The new Ladrey will not only preserve a vital source of affordable housing for decades to come but also enable the community’s low-income senior and disabled households to gain access to a beautiful, walkable neighborhood in the heart of one of the highest-income, highest-opportunity areas of the state.

Will supportive services be available to Ladrey residents?

Yes. Once the renovated property is ready for occupancy, Connected Communities, the non-profit social impact arm of WinnCompanies, will employ a full-time, on-site community coordinator who will work with non-profit partners in the Alexandria area to give Ladrey residents access to a full roster of community-based, supportive services. Alongside its strong and dedicated community partners and the Ladrey Tenant Association, Connected Communities team will support the evolving needs of the community across six core outcome areas: Housing Stability, Employment, Education, Health, Economic Mobility, and Community Engagement.

Resident needs will dictate the final menu of services, which could include Adult Education and ESL Program Enrollment, Healthcare and Benefits Assessments and Navigation Support, Senior Home Care and Nursing Coordination, Transportation Coordination and Resident-led Community Programs.

Will the project meet a third-party green building standard?

The project will achieve National Green Building Standard (NGBS) Silver.

How will this project be financed?

The development team will work to secure both public and private financing in 2026, including an allocation of Low Income Housing Tax Credits from the Virginia Housing Development Agency and a First Mortgage Loan backed by tax-exempt bonds from the AHRA.
